Councilmen, who were elected by citizens' universal, equal, direct and secret votes, represent them. Mokpo City Council currently consists of 22 councilmen with a four-year tenure

Councilmen elect one Chairman and one Vice Chairman by secret ballot. Their tenures are two years. Chairman represents the City Council, and puts Council affairs in order and oversees them, and Vice Chairman is an acting Chairman when Chairman is unavailable.

The Council installs Director of Secretariat and officials to handle Council affairs. The Director, under the command d supervision of Chairman, oversees the Secretariat affairs, and commands and supervises the Secretariat's staff. Also, the Secretariat installs specialists and officials in charge of Council political affairs and Council affairs to assist the Director.

※ Specialists : Under the command and supervision of Standing Committees, they process matters, as well as investigate and review agenda referred to Standing Committees, and draft relevant documents, thus assisting them.
